I wonder how much power is in those lasers. How much paperwork did they have to do to shine them? I'm sure you have to figure out where airplanes could be and ensure the power is reasonable in that range.

Second assumption is that the air has enough in it that the laser will show up as a beam. Sadly, given the air pollution in this part of the world, I doubt they have problems getting the beams to show up.
