My Aunt (in law) said this building probably hasn't been maintained since world war 2.

Your Aunt is probably right. I can tell the building hasn't been maintained for several decades due to the algae on the green pipe and more importantly the plantations growing through the concrete leading to a rather terrible aesthetic. The core properties of the concrete have diminished over the years and with little or no maintenance it's resulted in the concrete obosorbing the rain water leading to plants, algae and cement residue (now a dark brown powder) all over the external elevation.
